Hard Mode: trainers gradually gain EVs as you progress through the game, eventually having full 510 EV spreads. Most trainers will simply use level up moves, but bosses, Ace Trainers and Veterans will commonly make use of TM, tutor and egg moves, and some will even use Mega Evolution!
